Arkady took a risk in supporting her and telling 'them' that she'd changed, but then Nina continued to screw up somehow and she paid the price for it. I don't think that he was condoning her execution so much as being realistic about the fact that they all work for a system that has zero tolerance for anyone who steps out of line. Arkady might have been worried about being associated in any way with her now, similar to what Burov Sr. had said about not wanting Oleg to try to see her and be associated with her. Arkady and Burov Sr. both were of the attitude that since Nina was tainted goods in the eyes of the Party, they had to avoid being tainted by association. Given the Party's murderous history of devouring its own and murdering anyone considered to be suspicious, I can understand why Arkady and Burov Sr. would feel this way. Oleg certainly knows this, but he also knows that Nina did not deserve to be executed. I suspect that he had hoped for a bit more bravery from Arkady. He expected Arkady to be angry at the system, not angry because Nina's execution might somehow reflect back on him.
