Yeah I assume you can't become top KGB guy in America if you aren't careful about that sort of thing but he seems to be mainly thinking about Nina. I mean you could interpret her actions while he knew her as being about wanting to redeem herself out of loyalty or about looking for the best chance to survive, but what she did in Russia didn't fit either of those motives.
