This is kind of the direction I'm leaning too. Plus if everyone is a KGB spy it kind of reduces the mystery of it for me. Part of the interesting contrast for me is watching the people with twisted messed up lives because of the secrets they're keeping or people are keeping from them try to interact with people who are ordinary and hiding nothing, yet also have twisted, messed up lives in different and similar ways. If too many people are secretly KGB it kind of spoils that contrast.
