I've been looking up some things and one thing I realized is the show never quite makes clear that the Ambassador's residence is a separate place from the Embassy proper:

It looks like the KGB ran most of its operations out of the ambassador's residence, though, rather than the embassy - probably to maintain security and also to better confuse the FBI, since I expect cars going back and forth would be a common occurrence and a KGB officer slipping in as a "cultural attache" wouldn't be remarked upon unduly.
Also, I'm wondering how easy (or not) it was to just walk around Washington. I know Vasili does it a couple of times in the early season, and Oleg could, with some care, drive around and elude FBI agents assigned to watch anyone who came out of the embassy or the Rezidentura. And Arkady just showed up at Gaad's door once upon a time (the sheer chutzpah of that cracks me up, BTW).
