I doubt any DC native would have just stood there calmly on the street after someone had been shot to death right next to them. They would have scattered for cover. There was a huge, crack cocaine fueled spike in murders happening in DC at that time and everyone who lived in/worked in DC was aware of it. The murders almost all occurred in the poor sections of town, but any time there was a murder in the tourist or business areas it was big news. I assume that the episode had them just stand there like idiots because Elizabeth used a silencer so they weren't truly sure what just happened.

The murder was pretty silent. I think they were supposed to be in shock in those few moments.
