As for who would take the kids? It seems the KGB goes with the path of least resistance - letting the American foster care system do its work before trying to step in on their own, so they may reluctantly accept that Stan could get to be in charge of them. Of course, Nina would continue to be the Rezidentura's back channel source on the kids in that event.

Like, although Elizabeth took Philip's answer as a snarky joke, I think there was some sincerity there too, simply because they don't have a lot of choices and at least in Sandra and Stan, they know the kids would be decently cared for. They don't have ideal options.
